Yes, the Sharingan will be available in HC. No, it will not be specific to a clan. In order to avoid a bunch of people piling into one clan in one village, I've decided that this will be an available Kekkei Genkai for anyone from any village.
In-game, this is explained as a rare bloodline limit from a clan disbanded several hundred years ago. This does mean that your characters will be loosely blood-related, though as if the beginning of HC, there are no organized clans or families that have the Sharingan as part of their bloodline limit in any village.
Taking on the Sharingan occupies your Trained Style Feat slot, and comes with a great deal of responsibility. In-game, it will bring a lot of attention to your character---for better of worse.
This is just a rough draft of the Sharingan, and its abilities. There will be more than come later on. Just wanted to give y'all a teaser.
[Sharingan] - “Mirror Wheel Eye”
Description: One of the three great doujutsu, it goes by various names; the Copy Wheel Eye, the Heaven’s Eye, the Eye Which Glows in the Dark, the Eye Which Reflects the Heart. The vaunted remnant of a clan long lost to the pages of history, it is instantly recognizable to all shinobi from all corners of the world, even being the rarity it is in this day and age. The name of this particular family and how this presumably formidable group went extinct are mysteries yet be uncovered, as even the physical characteristics among those who retain their genes are varied.
To awaken the Sharingan is itself considered evidence of a genius’ talent. And to wield it---is to wield the fear of one’s opponent.
Acquisition: To awaken the Sharingan, the user must experience significant mental trauma, typically involving the lost or effecting of something nearest to their heart. This can be achieved in a chapter or collaboration, though, the credibility of this writing is subject to the grader’s approval.

- [Dousatsugan] - “Eye of Insight”
Description: In awakening the Sharingan, the user is granted exceptional clarity of thought and sight through the left eye, known as the Eye of Insight. This leaves the user able to parse everything in their line of vision and focus thoroughly on each element with minimal mental effort. The augmentation of one’s visual sense almost inadvertently lends to the increase in their hand-eye coordination, allowing them to react seamlessly to everything in front of them with no wasted movements.
This increased acuteness manifests itself in the user’s ability to follow all high-speed movements in their field of vision at +65% of their Speed stat. Upon awakening the third tomoe at 15,000 Kekkei Genkai, the user is able to follow high-speed movement at +75%. To keep the Dousatsugan active, the user pays 2% Chakra per round.
Requirements: 5,000 Kekkei Genkai
[Saimingan] - “Eye of Hypnotism”
Description: Responsible for the infamy of the Sharingan, the Eye of Hypnotism awakens the second tomoe of the eyes. This allows the user to cast illusionary techniques on the opponent through eye contact by streaming their own chakra from the right eye and directly into them.
Upon awakening the third tomoe, the user is able to naturally amplify all Genjutsu techniques by 5% of their Kekkei Genkai stat.
Requirements: 10,000 Kekkei Genkai
[Mangekyou Sharingan: Dousatsu Reikai] - “Kaleidoscope Mirror Wheel Eye: Insight into the Spiritual Realm”
Description: The Heavenly Eyes That Can See the Truth of All Creation Without Obstruction. Upon reaching 20,000 Kekkei Genkai, the user has gained enough experience with the Sharingan to have developed their natural spiritual energy to such a masterful level as to be able to unlock the final form of this special eye: the Mangekyou Sharingan.
Each is aesthetically unique unto itself, usually a reflection of a distinct red or black pinwheel on the red or black background of their irises. Only through the utmost trauma, typically amid events which can change the course of the player's life, can this be achieved.
